URGENTLY PLEASE HELP. Mistake Made on my Form

My application for open work permit visa as an accompany spouse together with my wife study permit was refused, just today. And the reason given was as follows:
I did not truthfully answer the question which says: have you been refused visa to Canada or any other country. I was refused USA visa but subsequently got Approved but I answered NO instead of of YES. I sent them webform to explain but it seems it was ignored.

The letter does not state any where that I have been banned from entering Canada but rather says I can re-apply.

Please,I want to know whether in such cases the letter must clearly state that you have been banned or not

They dont ban you directly. There is a procedural fairness procedure followed where they warn you and give you like 10 days to respond. In your case they didn't even warn you so just reapply and make sure that you tell them about the webform that you had submitted. Do you get a id or tracking# or something when you submitted the webform???

As said above, reapply with a letter of explanation that you sent a Webform.
