The Manitoba Provincial Nominee Program does allow nomination of sponsored relatives, including adult siblings. However those persons (the sponsor especially) will need to have ties to Manitoba, as well as meeting skilled worker requirements. The ties to Manitoba will be difficult to demonstrate as these take years to develop. If it's just being done for immigration purposes, it is fairly transparent and the application will be refused.

You do get points in the federal skilled worker program for having persons with ties to Canada, but they must qualify on their own to meet the criteria.
