Dear
My brother's wife's sister is the citizen of canada
right now she is living in pakistan and she and her husband got their citizenship in torronto ,,, i want to ask you that Do they can sponsor my brother and his wife.....which is the best province from where they can sponsor easily rule wise......they are ready to live anywhere in canada in order to sponsor his brother in law.

before 2012, if someone is living in saskachwan then he can sponsor his extended family members.......after 2012 MAy, you cant sponsor now unless member from family to be sponsored has job offer letter from canada..........

Now immigration is not open as like before-----even now u cant sponsor your parents for permenent residency -----after 2011 NOv, parents sponsoring for PR is also closed for 2 years atleast

Only someone living in canada as citizen or Permanent resident, he can only sponsor to his / her spouse. Even they put conditions of spousal sponsorship .check CIC website --http://www.cic.gc.ca/english/department/media/releases/2012/2012-03-02.asp
