URGENT: When should i courier my documents?

One of my very good friend is applying under 1122. I believe July 2nd the doors would open for the quota.
He is in India and his whole file is ready to be sent to CIC, Nova Scotia.

The question is, when should he dispatch/courier the application to CIC? Does he need to wait till July 2nd to dispatch / courier his application?
Please confirm.

wait for the new instructions because if there will be any changes in NOC or document requirement than your friend will be in trouble tell him to be ready to dispatch it on 2nd july

Incase of any changes, we'l get to know only on July 2nd. Would we have sufficient time to incorporate the changes, send the docs from India & still be on time?
Shouldnt happen that we are behind deadline or the quota is filled already by the time my friend's file reaches CIC.

I think it really depends on the NOC of the applicant.

If its one of those in demand then you will have to be on your marks as soon as the new instructions are out.

Like Registered nurses last year reached their cap in just 2 weeks and all other applications were returned.

Even if you send your application before july 2 it will be returned.

Going by the comments in the forum, its advisable to wait for the new instructions and meanwhile keep it all your documents ready. Obviously if your friend is applying to Canada he wouldn't mind spending a few extra bucks for the courier to get his application in CIC within 2 days.

he can risk sending it ahead but if there are changes / additional requirements, they would just return the application.
