Urgent:Statutory Question

Hi all,
My Express Entry application was refused on 12th December 2017 and I was given two reasons for the refusal out of one was not enough transferable funds and the other was not a valid reason that I have mentioned that I have an arranged employment in Canada which in the application I had mentioned "NO". I also have a screenshot of the same question. My question for you guys is in the Statutory question section the question states that have "I ever been refused a permanent residence visa for Canada or any other country". Should my answer be "Yes"? Right below that question is the next one which I am confused about is "has I ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?". The thing is I have never been denied a visa for any other country or thrown out of any country and I have never been to Canada. Please help me with your experience and knowledge. Answer Yes to the first question only. This is only for this particular case you posted.

If you have other visa refusal/s aside from the incomplete PR application, then you must also answer Yes to the second question.
