when we reapply ,VO see our first file or not ?

like in first file i have submitt my 10th DMC

this time i skip it..
can he notice that ??

yeah he will notice what you must do is to submit your document mentioning your passport number and dob at top of envelop.

Yes because when u will fill up your application u will need to provide your UCI no.
