Urgent!!!! Seniors help if possible !! Decision made with no passport what happens next

Hello I wanted to clarify some thing in more better understanding I guess. Over the long weekend my application was changed to decison made and were people get ppr my situation is different. My spouse is from a country where cananda doesn't recognize it so I was told to contact IOM and request a single journey travel document with that being said I wanted to know what is the next thing I can expect? how long will it take for him to get his travel documents and visa? also IOM told me to pay for his flight but havent chosen a day for him to land how does that work or what would be his option that IOM will give him wanted to know if someone have went through this experience or know someone please and thank you

Either you chose a date (cheaper) or you buy an open-ended ticket (safer).
