Urgent- Senior Members Please Advise: No AOR and no returned application

Hi guys

My application was received on April 14th in Sydney. My Canada Post tracking number confirms that it was received and signed by someone. However, It's been 6 weeks and I haven't received either the AOR by email or the application back in the mail. I spoke with a CIC agent over the phone, and she said they are currently processing applications from April 20th onwards, so my application would have already been processed and either updated on ECAS or returned back in the mail. Since she found no record of my application in her system, she assumed that it was sent back in the mail for missing documents.

1- Is it possible that there's a delay and my application might still get processed if I be patient and wait for another week? Or would that be a waste of time since the agent said that they are now processing April 20th applications?
2- How long does it usually take to send the application back in the mail?
3- Should I wait for the old application to come back to find out whats missing or shall I go ahead and send a new complete one with an explanation letter?
4- I dont want to apply under the new residency rules (4/6 years), so how much longer can I safely wait before I send in a new application in the mail?
5- For the cutoff date of the new residency rules, do they count the date the application was signed or the date the application was received by CIC?
6- Is it possible that my application is being sent back with a RQ or is is too early for that at this point?

Your application is fine.
If they return your application, you receive it within 3 or 4 weeks max.
They open all the applications upon reception and check for completeness. If incomplete, your application is returned right away (thus you receive it within 3 -4 weeks or so). If it is complete then they put it in a pile. And then they start acknowledging (AOR + eCAS) the files in that pile. So don't worry, your file is just sitting in that pile waiting for it's turn to be entered in the system.
Bear in mind that it can take up to 4 months (120 days) to receive your AOR. It took me 88 days.

For the new law, I guess they will make an official announcement on their website or elsewhere saying "the 4/6 years rules will apply as from XX/XX/2015. " a couple of weeks/months prior. I don't think it will happen overnight.

But other applicants on this forum who sent in their applications later than mine have already received their AOR. Did it take your application 88 days just to be entered in the system?

It took 88 days for me to receive the AOR email (which basically means I got entered in the system). While I was waiting, even people who had sent their application more than a month after me had received their AOR. I know it can be frustrating. But what can we do ? CIC is definitely not " first in first served". Then again, my 88 days is not standard. The standard these days is within 60 days. But in the worst case scenario it can go up to 88 days like mine or even 120 days maximum. I'm sure you'll have your AOR before you hit Day 60 !
It is too early for a questionnaire. The questionnaire can be sent only after they have started processing your application. Your next step right now is to receive AOR email. Then a couple of days later you'll see your status online as "Received". Then a couple of weeks thereafter your status will change from "Received" to "In Process". Only after that can you be sent a questionnaire if any.

Thats insane. What if they lost the application and I have to send in a new one? How can I find out and after how long?

Don't panic, even i received AOR in 53 days .....lot lot longer than rest of people in my group. I called CIC and she said they are currently processing all applications received before some date in April, when my application was for March. I asked her should i resend application incase mine is lost. but agent said no wait for atleast 60 days and then call again. She even said that i will try to find application some other way but cudn't find it. So asked me to be patient and wait, and next day i receive my AOR.. Could be coincidence or could be she done something on her side but didn't told me.

Also my application was returned first time in Feb which was in about 15 days. so if you have confirmation that it was received and not returned yet, most likely it will be lying in a pile on someones desk.
