Since it says that your profile has to be fully submitted and must have passed R10 completeness check and your work permit has to still be valid, I am not sure you can get to that stage before your current work permit expires.

That is slightly incorrect in the sense that since Feb 2016, you can submit a BOWP application right after submitting a PR application.
It will be evaluated once R10 is through, but applicant does not have to have a valid work permit till R10 ok.

But I agree that it is not as clear in this particular text. However, CIC also issued a bulletin back in Feb to make this crystal clear.

A little search would reveal the official CIC bulletin too.
So the OP is good to submit his PR application and subsequently apply for BOWP. The only condition is that his WP has to be valid when he files his PR and then BOWP. Then until R10 okay and subsequent BOWP approval, he would be on implied status.
