Urgent ppr request spouse in another country

Dear all,
I received ppr request on August 4 to submit mine and spouse passport to Ottawa vo.I am an inland cec applicant currently in canada and my spouse is in India.looks like I need to change the vo for my spouse for passport submission or is it advisable to send spouse passport through a friend who is coming from India to canada with authorization letter as our lawyer was saying even that is possible.which one is Better option as I read in some forum it's illegal to send passport from different country.
Experts plz advice..

When did you get your PPR? Send an email to Ottawa to change the visa office to India.

send your passport to indian embassy via vfs along with letter you received my case is almost same but it is for work permit instead of PR but it doesn't make any difference just send it via vfs. Indian passport can't travel without you if someone find your passport will be cancelled and probably both fined and go to jail as well
