If I understand correctly from your expert opinion, the ideal decision for the applicant in such a situation would be:
- migrate first
- then get married
- and then apply for spouse immigration.
And while his wife's immigration is in process, the wife will not be allowed to enter Canada on visit. He will have to move between Canada and his home country until its processed.
Although This may take another 1-2 years for him to unite with his wife, but if he gets married now and add his wife to his application, it will delay his case further (considering he is in process for past 2 years, and only had his medical in April 2012).
