In within Canada application for spousal sponsorship,

1. the principal applicant is the spouse who is being sponsored (the foreign national) and not the sponsoring spouse (the PR or citizen). Please correct me if I am mistaken.

2. whose name and particulars are to be written on payment receipt. The spouse who is sponsoring or the spouse who is being sponsored?

1) You are correct.
2) The sponsor.

That is correct. That's what we did...

Where does it say that the sponsor has to pay the fees? I (principal applicant) put my name on the receipt. But I think it doesn't matter as long as they receive the money. We live together and our bank account is a joined one. So even with his name (sponsor) on the receipt it would still be the same bank account

It probably doesn't specify, but it is the sponsor who "owns" the whole process, so it makes sense for the sponsor to be the fee payer as well.

I never thought about it because it is a joined bank account

It doesn't matter who's name is on the payment receipt, it can be sponsor or applicant. As long as CIC gets the money, they are satisfied.

so what if the applicant uses his visa card for payment. the sponsor writes her name on the receipt.
and its not a joint account.
