Hi,

I live in Toronto and I have applied for CEC. I have received pass port request from Buffalo and I was going to authorize a friend to submit my passport to Buffalo office tomorrow.
But today I noticed that they have changed the rules according to following notice. I am not sure does this change include my case or it is only for TRV or work permit or ...
Please help me what should I do?

Effective May 7, 2012, the Canadian visa offices in Buffalo and Detroit will no longer offer same-day non-immigrant services. Applicants for Temporary Resident Visas, Study Permits, Work Permits, Temporary Resident Permits, and Permanent Resident Travel Documents must submit applications by mail only. No cash payments will be accepted. Please see the following links for application submission and fee payment instructions at the Canadian visa offices in the United States: Buffalo, Detroit, Los Angeles, New York, Seattle, Washington.

I was there on last FRI to get my TRV renewed. There was huge rush because of this new rule. You are out of luck because it clearly states that they are no longer accepting in-person applications.

Applicants for Temporary Resident Visas, Study Permits, Work Permits, Temporary Resident Permits, and Permanent Resident Travel Documents must submit applications by mail only. No cash payments will be accepted. Please see the following links for application submission and fee payment instructions at the Canadian visa offices in the United States: Buffalo, Detroit, Los Angeles, New York, Seattle, Washington.

Hours of Operation
The office is closed to the public for in person applications.

You can send your passport by mail. If you re-read their notice, it includes all non-immigrant services and Permanent Resident Travel Documents. Travel Document is different that Permanent Resident Visa. It is for those who wants to come back to Canada but don't have their PR card or lost it. All those mean people who get PPR still are able to get their PR Immigration visa through same-day service.

yes, you can still ask you friend to this for you, since your file is under immigration service.

Agreed. A permanent resident travel document is different than a permanent resident visa.
