[urgent please help] child PR got approved but got email saying "cannot land or confirm PR status of an applicant if they are currently out-of-status"

Do both parents currently meet their ROs if they are per any residents? Did they apply for sponsorship when in Canada? Have they remained in Canada during the sponsorship period?
SA approval was way before portal invitation. and the letter clearly says that the applicant is out of status. so it has nothing to do with all the things you mentioned.

You can also go to the US immigration site, check for her I-94 records it will show you the date you enter and leave the US, this an help.It is free to look on a record
thank you for your input. I-94 is not for US citizens I thought. Am I wrong?

Yes both parents meet their ROs and both are PR. Sponsorship was submitted and approved when in Canada and we remaind in Canada during the period (except for very short trip to US). may I ask why you asked those questions?

To sponsor someone you must be compliant with your RO, must apply from Canada if you are a PR and if you are a PR you must remain in Canada during the sponsorship although a short time abroad is usually overlooked.

all requirements met and application has been approved. to my understanding, it's just the last step pending - issuing a eCOPR

I believe the i94 is for non us citizens only but you can request entry/exit records as a us citizen I believe. I'd try the cbp website or try calling the actual border crossing where your daughter reentered the US. You could also try getting her Canadian entry record showing she entered again in Oct (if I understand correctly). I think you can get that on the CBSA website
