Urgent: Photo size requirement is different from others!

This is weird, I received email asking me to mail them passport, two photos and payment to LA office

I went to take photo today, they asked what the photos for, I said for PR, they said this is not the size for PR.

In my email, the requirement is : Frame finished size 35* 45mm ; Size of the head from chin to crown must be between 31mm and 36mm

I asked my friend who did it in other office, the Frams finished size is the same 35MM * 45, but the head size is between 21mm to 25mm

I am wondering if this the photo that will shown on PR Card?? If so, why are the size are different?
I was trying to call them, but it is said i can only email or fax. I have emailed twice to bufflo before, they usually replied me on the second day. but this time, I emailed LA office, they havnt replied yet............
anyone ?Help> T_T

We took our photos for PPR and it is 35mm- 45mm, so don't worry about it

nono, the frame size is the same, but the head size is different... and since its the picture goin gto be shown on PR card, ,i am worried.

i did some research. i saw some people waited for very long and didnt get the PR card, so they called, and found out the photo size is not right..so they just hold his case without tell the person!!!
