Don't wait for refusal. Mail it and contact your MP in Canada and ask for them to inquire about the issue.

At this point in the process, your app should be in the system, so it's weird it isn't being recognized. If you want to move to DM and show me what you're entering, maybe I can see if something stands out as being the cause of the issue.

I really don’t understand what is going on with the application. I have given them everything I have. I filled out all of the required fields on the form exactly as they are on our actual application, and I used the UCI and Application numbers they assigned us.

Linking the app online is a NIGHTMARE! I"m still trying to do that with no luck.

I hear you. I can’t do it either. It’s just one more sign they’ve mixed something up with our application. First they sent me a request for information that doesn’t exist (2017 tax return) and everything I try gets refused because they can’t find our application in the system.

Yes, they will recognize it because a person will be manually checking and can look up the file many different ways. The error you are getting is likely an automated one from the system. Send it registered so that you have confirmation of it.

Have you tried with only the application number and no UCI?

Certainly do mail the document, but if you telephone the Ottawa office you may be able to understand what's up preventing you from linking your application - there's every chance someone typed a name wrong and that's why you cannot link it, or something similar.

It states on the form to leave the UCI blank if you don't know it, so it should allow submission with no UCI.

If you call 1-613-944-4000 from the US and a normal telephone, it will work. The 1-800 is limited to Canada, but the 1-613 number is direct and will not ban you just cause you're a Yankee

I tried calling the 1-613 # and it tells me I can't call from "my area." So, once again, it seems I cannot actually speak to anyone from the U.S. This is beyond ridiculous! I will be contacting my local MP at this point. Thank you for your help though.

Just add couple bucks to your skype account and call them. I’ve done it many times and it always worked. With skype you cannot use 1-800 number. You need to use either 1-613 or 1-647... Sometimes it takes several tries to get through so take your time and keep on calling.
