URGENT NEED!!! REGARDING REAPPLICATION

Hello Guys,
I have 2 Canada visa rejections
one is visitor and the other is study permit. I have to apply for study permit again
Now a lot of consultants are saying that you should be careful when reapplying as the high commission would think that you just want to move to canada.
I want to ask do anyone of you know which consultancy deals the best with the refusal cases?

Apply for the gcms notes and review what the VO has indicated for reasons for refusal. Address those reasons. Continued efforts to apply without addressing those reasons will just result in another refusal. There is nothing you can’t do yourself that a consultant does.

I have requested too 13 days ago but it says 40 working days so gotta count the working days only.
