Urgent.. need help in filling the application

So I'm filling in my General Application form for Canada.. and it asks me if i have received my Certificat de Selection du Quebec?
Since I am not applying for Quebec.. so what should i write there?

Please help.. ???

have you applied to Quebec before? if no and not going to, don't answer it.
