URGENT!!!!! Mauritania police certificate

I worked in Mauritania for a few years, and left there long time ago. Right now I am applying canadian PR. I need police certificate from Mauritania authority. consulate in Mentreal does not provide such service. According to IRCC website: "Certificates are only available for people who were born in Mauritania and people who currently live in Mauritania". http://www.cic.gc.ca/english/information/security/police-cert/africa/mauritania.asp
What does this mean? Do I have to abtain this police certificate or not? Who knows how? URGENT!!!!!

This looks very strange. For other countries like this such as Singapore or Saudi Arabia, the CIC page says that you don't meed to submit PCC. However even though the webpage says that only citizens / residents can get PCC, it still asks you to submit.
My best guess would be to try to get a police certificate, and if not possible submit a page which shows your efforts to get the certification and write that only residents / citizens od Mauritania can get a police certificate.

This is what is confusing to me as well. CIC itself knows that you can't get a mauritania PCC because you don't live there anymore. Yet they want you to submit the certificate.

Like I suggested above, why don't you try to get the certificate. For example send the email to their embassy etc. Attached the correspondence / take a pdf of CIC mauritania page above and write an explanation that you can't get Mauritania certificate because you were not born there and don't live there anymore. I think this is your best bet now.

I wrote Email to Permanent mission office of Mauritania in New York. They replied me just now, "Unfortunately we can not help you from here but if you can contact the police or someone you may know who can contact them in Mauritania directly they can help you." The point is that I do not know reliable people in Mauritania. I get contact with somebody there, however they asked for a big money, and I can not trust them to get me a real police certificate.
