Urgent: IELTS Expires before filing visa

Hello every one!

I have an offer for PhD in Nuroscience, at University of lethbridge. My IELTS is going to expire on 12th of July 2016 and I have not yet received my GIC from the Scotia bank. I have been calling them regularly and they are saying that they have yet not received my funds (I transferred the amount of 10,250 CAD on 30th June) and they will take at least 5 working days to sort that out.

As per University offer letter I don't have to retake IELTS exam. Can I apply for visa after the expiry of my IELTS Score, if I don't get my GIC on time?

My and some friends GIC took roundabout 10 business days.

As to IELTS if University says so in writing (there's no condition as such in your LOA or course
requirement as such) then I guess embassy shouldn't have any problem.
