URGENT...I got rejected twice.. Should i reapply?

Hello guys.
I got rejected twice for my study visa. First time my rejection points were(SEPT-2013) FINANCE and PURPOSE OF VISIT..

Second time i applied in general category for Jan-2014 intake and i got rejection THAT I CANT COMPLETE MY COURSE BECAUSE OF MY PREVIOUS MARKS HISTORY...

Can u please suggest that should i reapply in jan-2014 with getting my course changed and What are my chances of getting visa

Diploma in mech engg-64%
Work exp-3 years

Opted for- Advance diploma in design and drafting
