I am awaiting my PR decision (AOR July 2020). I want my mother to join me here in Canada for some personal reasons. Would it be possible? What is the process to apply for the exemption letter? My Work permit expired last months and I am on implied status. Need to take action fast. Thank you.

Would really suggest that you have a plan B since you may not even get a response by November.
