Hi guys,

I've just received a message in myCIC that my application was refused due to unpaid RPRF.
I was sent two RPRF request on March 31 and May 11. I paid the fee immediately after the first request and uploaded the official receipt in myCIC.
I did the same after the second request (which I thought was a mistake) along with small LOE (explaining that I paid it before). I even raised a CSE explaining the situation on May 11 attaching the receipt again.
However, in the refusal letter they claim that they did get any communication from me and therefore close my case. This is totally insane.
Could anyone guide me on how to raise an appeal?
I have already sent a CSE explaining the situation.

Is there a chance that they will reopen my case?
 
It seems some kind of confusion at their end. i believe you would have explained everything in CSE after refusal. They ll re-open case if you have already paid RPRF..
 
I'd advise other people to pay when submitting.
Sorry to hear OP, I am sure they will re-open the case.
It's just the matter of time.

Did the payment go through?
Maybe the payment was declined in your bank?

If the payment went through and all,
you should ask the bank to produce an official letter stating
when exactly the payment went through and provide that in your LOE.

When I received the second RPRF request I double checked whether the payment went through...No problems there...
What strikes me the most is that they say they never received any communication from me....How is that possible if I uploaded the receipt two times in myCIC and even raised a CSE???
 
Very though situation to be in.
Best bet is to collect all the evidence that they made their mistake
and open a case specific enquiry.
 
Guys, is there any way we can track a CSE? I mean something like a reference number?
I just wonder how can I refer to the CSE I raised on May 11 to support my claim...

The best solution is to send email direct to CPC-Ottawa and I will tel you why
My application was refused and closed in 11 May 2016 because of the expiration date in my LMIA (issue date and expiration date was in the same date)
I sent CSE but they never answered and in 23 May 2016 I sent email to CPC-Ottawa with correction date made by Canada Service and in 26 May 2016 my application was re-opened and they requested the RPRFee and in 7 June I received the email Ready for Visa and in 15 June my application was closed and approved.

When you uploaded rprf receipt, did you see the the document listed as PROVIDED in the document section? Usually for all the uploaded document it says PROVIDED or Replacement Provided and then Uploaded Filename: <document name>. Just trying to find if there was any issue with upload. Can you please check this by going to "View Submitted Application -> Continue -> Documents submitted by the client". If its written as provided then you can take a screen shot and send it through CSE along with LOE. If this doesnt work, then request for all the documents you submitted to your application through GCMS (as we can request for notes, same way we can request for submitted documents).

If document section doesnt say PROVIDED then there is issue with your upload and CIC may not have received it.

EDIT: as suggested above, send the screen shot of provided document to CPC Ottawa email id.

Yes, it is written "Replacement Provided" near both RPRF requests. In addition, the Application/profile status page indicated "Provided" in the Review of submitted documents section after both RPRF requests.
