URGENT: How come CRS score is so low with work experience?

I have a Master's degree from US and 10 years work exp in US.
Even language tests don't boost scre.
I'm not sure what I need? Job offer? Provincial Nomination?
I know its virtually impossible to get a job offer from US.

It's hard to say why your score is so low without a detailed breakdown of your qualifications and points for each category. It's quite possible that your age is bringing your overall score down significant. Also, you may need to increase your IELTS score.

Obtaining a job offer is typically next to impossible. I would recommend that you focus on exploring the Provincial Nominee programs.

Thanks is 440 considered some kind of cut-off? I thought the cutoff is decided twice each month.

There are typically 1-2 draws a month and the cut off is decided then. If you look at the draw cut off history for the last year or so - you'll see there have been very few drops below 440. This is why everyone says to aim for 440 or more.
