Hello,

One of my friend got refusal from express entry due to wrong reasons, he is from pakistan but they mentioned in the letter that police certificate from India is not valid, what should he do? Please advice
 
Has he ever been to India? Did he submit an Indian PCC?

He can send a CSE asking to have his case reopened. Make sure he explains that the officer was wrong and he has never been to India. Just be sure his Pakistan and other police checks are 100% right.

Correct, OP's friend would be wasting his time by trying to reopen his case if one of his PCC's was invalid or expired.

The OP's friend did not visit India and CIC request the PCC of a country the OP's friend never visited.
 
But it's possible the vo accidentally write India instead of Pakistan, so it's best to check his PCCs are all correct.

Did I say he visited India?

I'm saying if he tries to reopen the case his friend has to make sure that his Pakistan as well as all other PCC's provided were indeed valid - the officer could have simply stated India when he actually meant Pakistan or some other country.

Then it's the VOs fault. If the OP's friend can prove it by ordering GCMS notes, he will stand a good chance of having his case reopened.

No you're missing the point, it could be the OPs friends pakistan PCC is wrong. But the officer, when writing the letter, wrote India. If he tries to get the case reopened the PCC will still be wrong, and it will just get rejected again.
