Given your profile, it may be quite challenging to get a study permit approved. If you want to try for a study permit, I would recommend that you go with a Bachelor degree program at a university. The first step is to be accepted into a program in Canada. It may be too late to get admission for the January term. If so, then May or next September would be the next available term to start (depending on the program and university).

I think it will likely be equally challenging to get a visitor visa approved. If you want to try for a visitor visa, then you should go for a 3 week trip maximum and show very strong ties to your country of residency. Your family won't really be regarded as a tie (your family would only be a tie if you were leaving a spouse and children behind). Showing your father's shop is OK - but still not that strong a tie. Ideally you want to show something that is a real tie for YOU. Examples would be proof of employment, proof that you are enrolled in school and have paid the fees for the next semester and/or proof of property rental (if you are not living at home).

I didn't score TOEFL or IELTS yet,

Do you think is too late if signed for English course OF UNIVERSITY and then start the studying at JUNE like Normal student?
Because i think the Universities there required TOEFL or IELTS GPA, and i don't have it yet,
Maybe i think it's right to time to apply and learn ENGLISH WITH UNIVERSITY PROGRAM before the school new year starts

I know my study permit will be withdrawn since i claim for protection,
I think i gotta focus for Visa then for claiming for protection,
Then finally for studying permit and Permanent residency

Now I have two choices,

VISITOR VISA= 3 WEEKS period + current University paid for next semester bill
Student Visa= accepting letter from university there and the rest required documents + strong ties
