Hello Everyone,
I need some urgent input from all the gurus here.
I applied for my parents immigrations in 2016, they are going through Medical and PCC now. My mother who is not in her best health has refused to go back for further medical tests as requested by medical center.

Now, what are my(Sponsor) options:

Any point proceeding with PCC and paying the landing fee for my dad?
Will CIC consider only my dad's (Principle applicant) for immigration?
I know I cannot withdraw the application now, should we just sit and let the application be rejected by CIC, which I think may look bad on our part.
Should we try the London Visa office (My LVO) and see if they are OK with only my dad's proceedings?
ANY HELP WOULD BE GREATLY APPRECIATED!!!

You will be wasting your time if your mother refuses to complete the medical examination.
Her inadmissibility makes both of them inadmissible. Unless they divorce, this is the cold hard reality. Sorry.

Also, next year can I apply only for my dad and show my mother as non accompanying dependent?

Even if she's non-accompanying - she still has to pass the medical in order for your father's visa to be approved.

Not 100% sure of this.
I would withdraw my application, and re-apply in 2017 just for the father.

Forget it, Scylla is correct, just looked it up.
 
The sad truth is, if your mom fails medical, your dad will not get PR as well, even if he's healthy. Both parents have to pass medical. It's a poor decision on your mom's part to refuse the medical, who knows, maybe she lucks out and her illness might not be serious enough to deem a rejection. By refusing the medical, it's a 100% guarantee refusal for both parents.

Can you guys also suggest what shud I do now?

By doing this at least I can apply for my dad's visit visa or super visa later on.

2) Also, assuming CIC declares them inadmissible based on immigration application, does it mean that later on I can’t even apply for visit visa or super visa just for my dad?

Some psychology techniques on your mother are in order. Why doesn't your mom want the second medical? Does she not want to at least try? She already came this far....

A refusal won't make them inadmissible....
 
Thank you so much guys, I really appreciate all the help here.
I will call CIC next week and request withdrawal of my application to sponsor. :(
Hopefully I will be able to use the medical for my dad's super visa.
 
Why dont you just tell your mom to just do the medical? It's not like her health will get better with age. What exactly is the nature of her illness? There's a certain dollar amount per year that CIC uses to determine if she's eligible to come here or not. If she doesn't reach that dollar amount, then she can be sponsored.

What does she have to lose by doing the medical? If you try to sponsor them again in the future, it's likely her health would be even worse than now, and you'll most definitely will never be able to sponsor her.
