Urgent help : Sister Vistor travel to canada

Hi

My father wants to come to canada in the month of august along with my sister and sisters son( All are having visitor visa ).
As per canada travel restrictions for COVID 19 only immediate family members and extended family members can travel ,i am not sure about my sisters son who is 4 years old can travel under travel restrictions or not ??

Your sister needs written authorization to travel along with the TRV and your nephew is not eligible to travel until restrictions are lifted.
