Urgent Help Needed!! Visitor Visa on compassionate grounds. India to Canada

Hope you are doing well!!

I am stuck in a situation and reaching out to this forum in hope of getting some help and share experiences.

Background :
My wife is pregnant ( third trimester) and we are expecting our babies in May'22.
We have applied visitor visa for our parents in Oct'21.
Biometrics completed in Dec'21.

Current Situation :
Our parents still haven't got passport submission request for visa stamping. its been 6 months since we filed our visa application and 3 months since biometrics were completed.

The Ask :
1. I want to understand if anyone of you is in the same situation or have gone through the same situation. if yes, then what steps shall I take to expedite the process.

2. I have got "Letter of required support" signed from our doctor and have uploaded it to our application via webform. sadly no response.

Are we suppose to upload this " Letter of required support " (signed copy by doctor) to online exemption portal (https://border-frontiere.powerappsportals.com/en/)?
Also, do we need to upload " Site Authorization letter " as well ? We live in a rented condo apartment. As per current travelling rule, quarantine is not required for fully vaccinated travelers.

3. If we get approval from PHAC ( after completing point 2) , what do we need to do with that approved letter. do we need to upload it our parents visa application via webform?

Please share your experience and help us to get this visa application expedited.

When did you apply for PHAC? Do you have any family in Canada? Is it for both sets of parents? Asking for PHAC for both sets of parents may be a bit much unless there are known complications and there is a high risk of death or surgery is required days in the same week as birth. Do your family have strong ties to their home countries (jobs, property, etc.:? have good Liquid savings?, other dependents in their home country? Do they have international travel to places like the US, UK, Australia, etc.? How long did they ask to remain in Canada?

I am not sure if eligibility process is begun already. i don't see it as status

I have not applied for PHAC yet. just got the signed copy from doctor and uploaded to application via webform.

i noticed that IRCC have not received the biometrics yet, however, biometrics were collected in Dec'21.

I have applied for visa in Nov'21 via old portal. are we experiencing faster processing time in new portal ?
