i need help please. i had 7.0 in my IELTS, speaking (8.0), reading(6.0), writing(7.5) and listening(6.0). i am 33 years old this year, had bachelor of Art and have been working since 2007. the agency i contacted to assist me apply for express entry said i am not qualify because i did not make up to 7.0 in my listening. i was told listening is very important. is the agency wrong? can i still apply?

You need CLB 7 in all sections to be eligible for FSW. You have that requirement. http://www.cic.gc.ca/english/resources/tools/language/charts.asp

I would seriously consider firing that agency.

Exactly,
If your agency is not able to distinguish between IELTS score and CBL score, then they would hardly be able to proceed your application in more serious points.
But with what you have, you will not get a Great score from that. Work on your passive skills to get more points.

Having a good IELTS score will help you increase your CRS points and will get you an earlier ITA. I am going to retake the IELTS to improve my score to increase CRS points.
