URGENT HELP NEEDED Close work permit at border

Hello everyone
Just want to know that can I apply for close work permit at niagara border ?
I have positive LMIA but I am in restoration period. My company wants me back asap. I hold Indian passport.
Or else what will be best case scenario ?
I want to save time by avoiding paper application as it will take 3 months.

You can't, since you're not from visa-exempt country.
