You go to the MP's office. They will listen to your story. They will write an email to CIC for you and ask about the situation. Also tell them that you can provide evidence, if you can and also have the MP read her/his email out for you so you can confirm that whatever they write reflects 100% yout situation as does not leave anything out. You would not be the first to approach the local MP with it. support from previous work experience, personal resume.
and support from support letter from previous work permit .
btw: other docs for my work permit is prepared by my company's arranged lawyer , I am not familiar what they prepared for my doc . should I mention that too ?

thanks I see, I will prepare all my evidence, then go to MP .
That's the problem. Companies deal with so much immigration paperwork, you don't know everything about your file, don't have 100% insight. Maybe the laywer can provide you with application forms that were filled out back then. Try to find some pages from CIC, as well. They say that they understand that newcomers and immigrants cannot know 100% everything about Canada's laws. They express understanding about our situation. I hope, they really mean it.

No, go to the MP. I am just pointing out that CIC is well aware that we can't know everything immigration-wise, which can easily make us the victims of a situation.

thanks , I think I can post the email about the process I ask for opinion about my NOC , they said it is 2283 ,now they think it is 2173 .
Like I said, this whole NOC system is a mystery. So many duties overlap. And I think, this also led to the false assignment of my NOC. I still think they should rather print the exact job title that we work in on our permits instead of a reference to a broad job group. I think they should put duties on it , because my company have no title for software tester. now I try get opinion from others , everyone say it is my mistake, because I only allow work on software engineer .
actually I would only limited for work for certain company , not my duties. my work permit is intra company transfer.
I still don't understand why your company does not have titles for software testers. If they have a QA department, then they clearly hire software testers. Why don''t they admit that? This is weird.
