Dear friends, Visa office have refused my FSW application due to IELTS points. Here is my IELTS score

Listening- 6.5
Reading- 5.5
Writing- 6.5
Speaking- 7.0

Overall- 6.5

Visa officer has given 10 points for this score. Is it right? This is the reason I got 65 points in total. IELTS points should be 12 right? Shall I reapply or appeal?

Please help.

according to me your score is

reading : 5.5 : 2 points

writing : 6.5 : 4 points

listening : 6.5 : 2 points

speaking : 7.0 : 4 points total : 12 points


So, you should appeal for that......

Which visa office is it?
 
If you look at http://www.cic.gc.ca/english/resources/manuals/op/op06-eng.pdf pages 32 and 33, you will see two tables for IELTS. According to the new one, you would get 12 points. According to the old one (applications or IELTS dated before November 28, 2008) you would get 10.

However, even if you had an old application/IELTS, it does say there that if you should also be assessed against the new table if it gets you more points. Print out the pages with both of the tables and highlight this part:

Note: Visa officers should also assess applications and test reports which pre-date November 28, 2008, against the above correlation table if it is to the applicants advantage, i.e., resulting in more points for language proficiency.

Also write a letter stating that you request that they assess your IELTS against the new table as it says there giving you 12 points and bringing your total to 67.

How can I appeal? Is there any specific form for that? How long it will take? Will they reconsider my case? Because I am afraid the 38 occupant list might change soon and there wont be any NOC 4131 if my case rejected again.

what is your IELTS test result date?
 
In that case, there is no reason why they should have assessed your results against the old table. It must be a mistake. Write a letter to Port of Spain stating that you want to appeal based on what you think must be a mistake. They have assessed your IELTS against the old table and given you only 10 points when it clearly should be assessed against the new table. Print out copies of both tables. Highlight your scores on there.

I called CHC (I am fortunate to speak to them), the lady at the other end told me that there is no specific form to appeal. she suggested me to write an email or fax a letter to CHC explaining my problem. Is the the letter which I am going to write is an appeal itself? Did anybody appeal to CHC before? Whom should I write?

You are going to write the appeal itself. You can address it to The Canadian High Commission.

Your native language is not important. The first and 2nd language being referred to, are English and French. Whichever is your better language of the two is the first and the other is 2nd. For the better language, you can get maximum 16 points and for your 2nd language you can get a maximum of 8.

Your scores will get you:

Listening 7.5 = 4 points
Reading 6.0 = 2 points
Writing 6.0 = 2 points
Speaking 5.5 = 2 points

Total = 10 points

As Leon said, immediately write to CHC, and explain them the problem, they should accept it and reconsider your application for evaluation.
