I know from my own experience that the exam result partly depends on technique, I am sure you considered this point as well but may decide to revisit this area (technique). there are many sites, I used this one and it helped me a lot:

I would like to tell u that I had the same as this problem. I submitted my docs without IELTS exam in AUG and my result was in OCT. I got it but it wasnt good ,then I made rechecking and sent them the receipt and the extended my time to submit the result with in sixty days started from DEC to the first of FEB. Before 8 days I got my result with new good one and sent it directly. So if u can do the same do it. If u cant and ur job with the last new list try to take the ielts then u can apply again but don not give up it takes a long time of studying to pass the exam just go on, the future is in front of u.

Your best bet would be to retake the IELTS as soon as possible and send them updates scores, else your file wll be 100% rejected. This proficiency in English is not accepted at all. You have time now, go ahead and give the ielts again since there is sometime before they start processing your files. At max what will happen, they will call you for an interview but high likely chances are your case will be rejected due to this score of ielts. Best of luck.

Also I have taken 4 exams and while I had got with my hands the ielts that goes along with previous rule which my lawyer refused to send, I registered for another one, and after recheking I have passed and the date was changed according to the date of rechecking result..
