That's what I said, you don't provide Canada PCC initially as instructed.

But if they want it later in the process, then you will need to provide one.

Well, then you why are you saying that it is good that they didn't reject him/her! They couldn't reject because it was not on checklist.

I applied on 22 December with Indian PCC I got on 18th May 2015. Did they mention anything about expire of Indian PCC on the phone??

I never went back to India after April 2013, after I came here in April 2013.
My Indian PCC is 8 months old but I never left Canada after I get that PCC

So my Last name on the passport has a small mistake and that's why they probably asked for this additional document. Not everyone gets an RCMP request. So there is nothing to worry. I already got the RCMP process done and will submit the document in few days.

Correct.

CIC does name-based checks for ALL applicants, that is why you don't need to provide a Canadian PCC.

However, if the name-based check comes back with a record, CIC will require a finger-print based check to be certain whether history is yours, or someone else's - who just happens to have the same name.
