I always thought it is till the app was filed, i maybe wrong.
 
The date is taken from the employer letter. Because you may leave the job or your work-hours may have changed, since you applied, or even before you have applied.

So the only thing that is set in stone, is the content of the employer reference letter.
That is why it is the most important document in the checklist.

Also to OP, can you include the original letter from CIC, excluding your details?
 
The requirement is to "have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply". So the earliest date you can claim experience is date they receive the application minus three years.

This doesn't mean that the latest date you can claim experience is the date they receive the application. If you don't reach your '12 months experience' until some time after your employer letters were signed, then as iamroth pointed out you're expecting them to consider work experience that isn't in the evidence.

I believe the CIO now returns applications that don't claim enough work experience (see http://www.cic.gc.ca/english/resources/manuals/bulletins/2013/ob554.asp). So you'll find out much faster and won't have your application fee wasted.

what if pay stubs were included for that period which there is no other evidence ?

It's not enough for them to know you have been paid. They need the letter.

I don't think this is good enough - for the simple reason that these pay stubs don't prove anything except that you were paid for doing some kind of work during that time - nothing about the job duties.
