Urgent : GIC for Concordia Univ 10000 or 11000 CDN ? I have to pay today.

As per my consultant , the GIC is 10000 even for students going to Quebec but
CIC website http://www.cic.gc.ca/english/study/study-how-documents.asp

says

Number of persons All provinces (except Quebec) Quebec
Single student Tuition plus $10,000 for a 12-month period (or $833 per month) Tuition plus $11,000 for a 12-month period (or $917 per month)

I am confused what to do. Please reply.
