One simple rule about POF is that you should have money in a form that you can use right there and then if needed. If it is source that cannot be redeemed if need (locked in), then I doubt you can use it as POF. In simple words, if you do not get job for a few months, you should have money to cover the costs of living in Canada. Govt of Canada does not help you meet your expenses or provide any financial help to immigrants.

Disclosure of funds
If you are carrying more than C$10,000, tell a Canadian official when you arrive in Canada. If you do not tell an official, you may be fined or put in prison. These funds could be in the form of:
•cash
•securities in bearer form (for example, stocks, bonds, debentures, treasury bills) or
•negotiable instruments in bearer form (for example, bankers' drafts, cheques, travellers' cheques or money orders).
