Urgent: Can I send passport directly to Visa Office?

Hello,
I get a request to submit my passport, however, on this link "www.cic.gc.ca/submit" I found two choices:

1- Submit your passport at the visa application centre
2- Submit your passport at the visa office

Can I send my passport to the visa office? Have anyone tried the (2) choice?

I have read a post back to 2013 for someone who sent his passport directly to the visa office and then they sent it back with a letter stated that they are no longer accept passport directly and he had to send it to a VAC instead.

Please if anyone have the right answer, let us know.

Why take any chances submit it to a VAC

There's no direct express courier from my home to our VAC. Other means may take a long time and there's no guarantee.

You made your application online? There must be a visa application centre in your country

Find on cic website go visit the VAC in person

Yes online, and there's VAC in my country but it's located very far from my home.
