URGENT: Can I change my program in Canada after my study permit extension has been accepted?

(Quick background: Came here in Sept 2021, did my first program from Sept 2021-Apr 2022, got admission into a new program for Sept 2022, also got my study permit extension approved for that.)

Now I just got an acceptance from a better university, also for Sept 2022.

Can I change my university and program now? Do I need to apply for a new study permit, or do I just transfer DLI?

You do not need a new study permit.

I changed my program a month after I extended my study permit extension. No problems with that. I stayed at the same university so I didn't have to do anything. However, if you're changing universities, you just have to inform the IRCC about the change or else your old university might report you to the IRCC for not attending.

Changing the DLI is a free service, you do not have to pay anything.

I am just confused by the layout of their page: https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/change-schools.html

I was unclear if "If your application has been approved
If your application for a study permit has been approved and you change your DLI, you must submit a new study permit application with a new letter of acceptance. You must also pay all the fees for the new application." lies under "Changing your DLI if you’re outside Canada" or if it is a separate point

Nope I've been inside Canada this entire time. Just confused whether those points are separate or within each other. As in, if I've been in Canada do I not need to apply again to change my DLI?
if you're inside Canada, just follow the link I provided to update your DLI.
