URGENT: As an international student, can I apply to Express Entry?

Hello,
I am a PhD students at McGill university, since September 2015.

I am have a student visa with a student permit. I live in Montreal.

Can I apply to the Express Entry program? If yes, can I change my visa status from student to PR residents while still enrolled as a PhD student at McGill?

What is also important to note is that if you select Montreal as your intended destination your application will be rejected as you must have the intend to reside outside the province of Quebec when applying via EE.

If you select any city outside of Quebec you'll receive a request to write a letter of intent, if your argument as well as proof does not convince the officer that you'll reside outside the province of Quebec then your application will get rejected.

There are only 2 universities I could teach after I graduate so I definitely will have to move to an anglophone province.

To apply for FSW, do I write that I have worked as a part-time instructor under my study permit (not TA/not RA)?

You can't count any time you work in Canada as work experience, because it was under a study permit. Neither FSW or CEC.

For NOC4012 experience (TA/RA), you can count as FSW but not CEC.

Do you have any idea wha sort of arguments would work to convince the officer?

I'm in the same situation, about to submit my application and thinking about what kinds of arguments I can show to prove that I will leave Quebec soon as I finish my PhD.

Any ideas?

Dear @alesoares726 I am not in Canada anymore so my case is easy now because I already left Quebec!!!
But I believe if you can show that you are actively working towards leaving or have a valid job offer in another province, it can help.
