URGENT: Application Rejected as Incomplete - PCC for partial duration

Seniors, please advise. I received AOR on 8th November.

My PCC does not mention dates but says - ".....their is no adverse criminally at above mentioned address." I have stayed at that address for 2 years now.

Should I be worried? I see that the rejection for Chad was very quick and for me its been more than month.

How long does it take to get PCC from PSK?

Should I raise a CSE and get a new PCC done from PSK and submit it? Will CIC consider my PCC if I submit it via CSE?

To be honest it is definitely not clear that PCC from PSK will be accepted for residents other than Delhi as per CIC website. And discussions based on speculation as to whether Central Government body has more authority than local state police station, etc is not authentic nor official interpretation. I would suggest to go by the words we can see officially on CIC website unless you are comfortable with submitting your application with PSK PCC inspite of the instructions from CIC (albeit some people feel its ambiguous but I don't).

Also, PCC requirements from Police checks are very strict. One needs to provide proof that one is reiding in address mentioned, Police constable will visit the home and get 2 reference signatures from 2 neighbors etc. Also, in India any crime will not stop you from going out of country and reported to Passport department. But if there is a criminal offence like teasing girls, stealing etc it will be reported by Police in the PCC. So comparing PSK authority over Police station is not fair.

I'll only interpret the CIC's response for the OP

If the police PCC is given only for a fixed duration, then CIC expects a LOE and proof of application of PCC for the other durations. Since there is clarification in the same thread by someone that OP had provided PCC only for 1 year, maybe CIC was reasonable in expecting an LOE, but it still appears a harsh decision to have directly rejected the eAPR rather than asking OP to provide further documents. Maybe the workload is getting on to their nerves...

Anyway, there are two cases mentioned in the other thread that PSK PCC was accepted earlier, but we don't know what is CICs stand now.

The best approach for applicants now seems to be that if police PCC has duration mentioned, it should cover 10 years or if not, an LOE should be submitted with additional PCC requests. We can't interpret more than what facts we've got. So PSK PCC still appears passable, unless someone who submitted PSK PCC comes here and says his application got rejected because of it.

It says that you "can" apply to commissioner office and not "must". Same thing happened to me. I applied for PCC from police in Pune and they only give PCC for stay in Pune. I have live in other states as well but that state will not give me PCC now as I dont live there anymore. So I am planning to take PCC from Passport office. As normally there should not be any period mentioned on the police clearnace that is how every other country issues PCC. I have PCC from Australia and US and they are same stating that no adverse activities noted till the date PCC was issued.

Yes, I think PSK PCC is acceptable but please do not overinterpret "can" versus "must". In the India PCC section, CIC repeatedly uses only "can" as grammar to advice "How to get PCCs in India", for both Passport and Police stations. http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/india.asp

In fact, if we go by literal interpretation, CIC is not perfectly right when it says 'For other states you can apply at your district police station" because for Bangalore, I can't really apply at local station, but I've to visit and apply ONLY at the commissioner's office whereas the local police station gets involved later, so please let us not overinterpret.

Rereading the CIC instructions, it is clear that the advice given to other states except Delhi is to apply in police stations, while delhi residents have option of either police station or PSK. I think it is a bit misleading advice and I guess there is not any logic to it. Unless CIC starts rejecting PSK PCCs or changes the advice, we are forced to go with the assumption that both PSK and Police is accapted, with the caveat that the duration if mentioned should cover 10 years or from 18 years, whichever is later.

Hey Asivad, do you think it will be wise to wait for CIC to respond on my case? I am not sure if I will slip through the cracks here, but I don't want to raise the red flag myself.

If they had any issue with my PCC they would have deemed it as partial and rejected my application by now. It is now more than 38 days since AOR.

Any thoughts??

As for me, I am going to send a CSE giving an explanation of the situation and attach the PSK PCC which I hope to get within a week. If they don't like it still I will get 2 PCCs one covering Gurgaon and another Bangalore (still checking out the possibility for this).

Or u have to lie to Bangalore psk saying u still there
As pcc will be issued where we stay, if I am not wrong
