I called CIC with my case (cancelled for no reason). At first I chose the "Express entry" topic on the hotline and the guy just told me to send CSE. I called again and picked another topic - don't remember the name of it, but looking at my phone I chose 191931 (I know that 9 is "repeat the message"). So I suggest you try calling them again. I submitted a CSE last night, but it will take a minimum of 30 business days to process. I feel like I am being punished for someone else's mistake.
All this medical rejection are so weird and seem unfair, as we don't know what is going on.
