May I request urgent advice. We got PR in 2005 but My parents could not complete residency obligations due to domestic issues and our PR expired in 2010.. That time I was child. last month I turned 18 and want to go to Canada to study in university and want to get my PR again. Just to mention my parents have applied for renewal for all members since 2 years but it is under review and taking long time and might not be renewed.
I want to join university.
Pl advise what should I do.
Can I apply alone,
what are my chances to get PR for me.
How should I apply.
Will I pay fee same as international student or resident.
Appreciate valuable advice from all valued members.

You will have to get in touch with a Canadian embassy or consulate and apply for a travel document. During that process you may have to explain the circumstances which lead to you not being able to meet the residency obligations. But as you mentioned that you were a minor back then and dependent on you family, also you are trying to come back at the earliest possible time once you have attained the age of majority, I believe that you stand a good chance of getting your PR card renewed. For your family, I won't have high hopes unless they can prove a very very good reason to stay away from Canada for that long. Since your PR status has never been officially removed, you may not be able to apply for a study visa. So the only option right now is to apply for a travel doc and off course if that goes well than you are going to pay domestic student fee.

Since the previous Card had expired due to NOT Not fulfilling Residency obligation, and not explains the reason It is difficult to get it renewed after such long Gap.

However no harm in trying .
