Urgent – How to get money back from CIC New Delhi?

Applied for PR dependent visa back in 2012 SEP, for my wife and daughter. Sponsorship was approved. We requested case office to be Sydney Australia but file was sent to New Delhi, after many attempts, Sydney confirmed that file can`t be brought back to Australia , simultaneously we received PPR from ND. Since Indian PP can’t be couriered and my wife has to be in India until PP comes back , we decided not to go ahead with stamping , Send many emails and letter to ND to cancel the application . But we have not received the money back or reply back , it is been 6 months since we received PPR.

Can someone tell me what else we can do? Is it going to be an issue in future if we leave these applications open?

If they started processing your application, you will not get a refund:

"If I withdraw my application, will I get a refund?

The fees will be refunded only if we have not started processing your application.

You will need to contact the office responsible for processing your application to request to withdraw your application. They will advise you whether you are eligible for a refund based on where your application is in the process. Contact information for the office processing your application can be found on the correspondence that you received from us.

If you do not know which office is processing your application and

you submitted your application outside Canada, contact the Canadian embassy, high commission or consulate.
you submitted your application inside Canada, contact the CIC Call Centre."

Anyway if you look at my post, I did mention that received PPR from ND so New Delhi is responsible to accept withdrawal as well, but issue is how to get the reply from ND? We used to send email to CIC Sydney and get response back within days , but sent many email and also sent many letter to ND in address they mentioned in PPR letter but still no action, I trust there is no number to call anyone in ND office
What to do next ? it is more than 6 months we are attempting
