Where should I upload a letter to mention no need for POF under CEC class? In the financial section or in the explanation letter section or both?

If you have a POF placeholder then upload it there.

Yes there is a section for proof of financial, because I wrote $12470 I will bring to Canada. Thats why this section appeared.
Is it necessary to attach my bank statements, pay stubs and current job letter to this letter as one file? Or make them confused.
