Uploaded-not submitted to IRCC

Dear All,
I applied for study permit on July 31, 2017. Biometrics done on August 5, 2017. Admission was in Fall-17. Due to delay in visa could not join.
Embassy respond on Oct 09 to submit deferral letter within due date till november 08, 2017. Letter was uploaded and submitted on Oct, 23. Since that Status was showing “Uploaded but not submitted to IRCC”. Embassy did not respond until Dec 7. Again I check and same status was showing “uploaded but submitted to IRCC”. Someone told me to uploaded again. I did same and now its showing “Replacement provided”.

What is mean by this??
Was my LoA not uploaded on 23 Oct?
Will embassy accept now after due date of Nov,08?
It was uploaded but not submitted, is it any website error or issue??
Was there any mistake in uploading and submitting document propoerly?
What is mean by replacement provided??
Please advice??

You uploaded the file but did not submit it to IRCC. Probably a silly mistake from your end. Once you upload a file, you have to submit it as well. Can't say whether they will accept it or not but since they have not rejected your application yet is a good sign. No it is not a website based issue. Replacement provided means that your file has been submitted to IRCC.

Should I contact to embassy through raising Case specific enquiry (CSE)?

2nd when document is uploaded and submitted, embassy send us an email to registered email address as an acknowledgement/proof or not??

You should raise a CSE and explain the situation truely that you made a silly mistake and CIC can check that you did upload the document before the deadline but submitted it after
