I am in the process of submitting documents and have to undergo the Upfront Medical Exam here in Seychelles.
I have minor submission hurdle with regards to 'medical records upload' as required for my Express Entry Profile. As per the CIC website - the panel physician for Seychelles follows a paper based medical records submission system. The physician here is unable to provide me with a proof of an appointment (they cannot give me any proof of medical appointment as they do not have a computerized system) nor is he aware that the IMM1017B form is to be given by him (panel physician) to me (applicant).
I have called the other panel physicians in Mauritius and India (they have migrated to eMedical); and all have confirmed that the form IMM 1017B is given by the panel physician and not by the applicant - on conveying this information to the Seychelles physician - he has no clue on how to get these forms or whom to contact (RMO?) & he is asking me to make the arrangements for it. He is also asking me for my IME number and is insisting that all applicants who have come to him, bring the medical form 1017B or 1017E and the IME number. He also states that is the applicants who have to submit all reports and documents in original to the regional office in London,UK once he completes their medical procedures and exams.
I have gone through the various pages on the CIC website including FAQ's detailing the information about 'paper based medical exams & records' and as an express entry profile, i have inferred via my research that i do not need an IME number (EE profiles do not get IME) and that for the purpose of my submission, i can either submit under medical records upload - proof of a medical appointment or the IMM 1017B Upfront Medical Report - which has to be given to me by the panel physician.

I have 41 days left for my submission and am very confused as to how i must proceed with my profile submission. The panel physician is not following any guidelines nor is he aware of his responsibilities. How am i to proceed and whom can i complain to? i have already written emails to Dar Es Salam (regional in-charge) and also to the London offices and also tweeted the IRCC team for any information.
I would be obliged if some guidance can be provided in this matter at the earliest.
