Updating address after already receiving PR card?

Hi guys, I stumbled upon this:

is this correct?

Do I need to update IRCC with my new address each time I move after receiving my PR card?
I moved two years ago shortly after I received my PR card but I haven’t informed IRCC about my new address.
This confused me.

You dont need to update the address to CIC if there is no pending application.
Its not the correct cic website. Here it is https://www.canada.ca/en.html

Thats what I though. I got confused cause it says on that website that you need to
