I agree with you but unfortunately I cannot reflect the tone that agent used and the way he built up to it....it was evident that it seems he has been prepared and followed a certain flow to lead to this.... just to let me know that there is no point checking on application status anytime soon... he even refused to check if my file has been transfered to local VO... Since Express Entry is a new system and not enough applications have been received yet, processing times are not available but we have committed to process the majority of applications in six months or less.
I am not too sure what CIC's definition of 'majority' is, but the update clearly states the processing time is still 6 months.
These processing times only apply to the federal part of the processing (at the visa office) once we have received the complete application. It does not include the time it takes for the province or territory to process the nomination certificate.
Processing times tell you how long it took Citizenship and Immigration Canada (CIC) to process applications in the past after receiving a complete application package. Processing times can vary, depending on how many applications CIC receives. Your application may be delayed if it’s not complete.
If it has been longer than the time shown since you applied, and you need more information concerning the status of your application, use the Case Specific Enquiry form.

- PR CARD \ New then the answer is 100 days
- Economic Class \ Federal Skilled Worker via Express Entry then the answer is 6 months
I don't see any reference to the 15 months timeline.
